Diligex participated in the GRC Summit 2026, held at the Hilton Malta between 4-6th March 2026 and hosted by the Malta Stock Exchange and the Malta Financial Services Authority. As a platinum sponsor for the fourth consecutive year, the company contributed to discussions on governance, risk and compliance, highlighting the importance of leadership, culture and innovation in today’s evolving regulatory landscape.
As part of the opening of the agenda Diligex hosted the fireside chat titled “Leading Through Trust – Where Regulation Meets Culture,” featuring Jeanette Gatt (Chief Compliance Advisory Officer, Diligex) and Wayne Bulpitt (Chair, Aspida Group). The discussion explored how effective leadership and organisational culture can transform compliance and risk from a regulatory obligation into sustainable behaviour across organisations.
The speakers emphasised that while regulation establishes the baseline for governance, culture determines how effectively compliance frameworks function in practice. The conversation highlighted the importance of leadership accountability, psychological safety within organisations, and the need for compliance to be a shared responsibility rather than a siloed function.
Jeanette Gatt, Chief Compliance Advisory Officer at Diligex, highlighted the central role of organisational culture in effective governance. “Regulation does not create trust by itself. Culture does. Regulation simply tests whether trust exists,” she noted. Wayne Bulpitt, Co-Founder and Chair of ASPIDA Group, asserted that: “Regulation establishes minimum standards, but governance excellence comes from culture. If people comply because they believe in the purpose behind the rules, you get sustainable governance.”
The summit also featured insights on emerging cybersecurity risks from Shreeji Doshi (Director Cyber Risk, Thomas Murray), who addressed the growing complexity of defending organisations’ digital perimeters. His session highlighted how evolving third-party and supply-chain risks are reshaping the cybersecurity landscape and underscored the need for stronger partnerships, risk assessment and proactive defence strategies.
Throughout the event, Diligex engaged with industry professionals through an interactive initiative examining the “human factor” behind compliance. Participants were invited to complete a short DISC-style survey exploring personality style within compliance roles and how these influence decision-making and risk management.
Building on last year’s findings of Diligex’ survey at the same conference, which identified growing regulatory demands (35%) and talent shortages (30%) as the main pressures facing compliance and risk functions, this year’s initiative shifted the focus to the people behind these roles. The results indicate that 38% of participants identify with a blue profile, analytical and accuracy driven, reflecting the strong emphasis on detail, structure and evidence-based decision making that characterises compliance work. 23% aligned with the green profile, suggesting a significant presence of professionals who value stability, collaboration and loyalty within teams. 21% identified with the yellow profile, highlighting the importance of communication and engagement in influencing organisational behaviour, while 18% reflected the red profile, demonstrating the presence of decisive and results driven individuals who drive action and accountability.
Reflecting on the findings, Matthew Agius Mamo (CEO, Diligex) said the results still show that strong compliance and risk functions depend on a balance of different working styles and personas. “Ultimately regulation and trust needs the input of all stakeholders to sustain a healthy ecosystem, whether at national level or within an organisation. With an ever-changing regulatory and risk landscape, and the rapid evolution of technological adoption, it is only if we can communicate the “WHY?” behind compliance that the people, therefore culture, can ensure an embedded approach.”
The MSE & MFSA GRC Summit 2026 brought together regulators, practitioners and industry leaders to discuss the future of governance, risk management and regulatory innovation, reinforcing Malta’s position as an active hub for dialogue on global compliance challenges.
