Port Notice No. 10 of 2025 – Sanctions and Restrictive Measures
Transport Malta has issued Port Notice No. 10 of 2025 reminding ship agents, bunker operators, maritime service providers, and terminal operators of their obligations under current sanctions and restrictive measures.

Applicability
- All vessels intending to call at Maltese ports.
- Shipowners, operators, agents, and masters.
- Entities or persons involved in shipping operations.
- Obligations apply regardless of vessel flag.
Sanctions Compliance Obligations
- Requirement to comply with EU/UN sanctions law when calling at Maltese ports.
- Prohibitions may cover:
• Entry or service to sanctioned vessels or cargoes.
• Transactions with sanctioned persons or entities.
• Provision of maritime services that could violate sanctions (e.g., bunkering, insurance, transfers). - Due diligence obligations for shipping operators to ensure compliance.
Declaration or Reporting Requirements
- Masters or agents may be required to declare compliance with sanctions before port entry.
- Possibly: reporting of any relevant information to the Sanctions Monitoring Board (SMB) or Maltese authorities.
- May include reporting on vessel ownership, control, or cargo details to satisfy sanctions checks.
Restrictive Measures Details
- Incorporation by reference of current sanctions lists/regulations (e.g., list of restricted persons, entities, or vessels under EU or UN regimes).
- Limits on dealing with certain flagged vessels or designated parties.
- Highlight specific EU Regulations or UN Resolutions that are in force as of the notice date.
